This public foundation release defines the questions, measures, ethics and evidence standards for an original regional study. It does not present survey findings yet. Results will be added only after collection, validation and documented analysis.

Research question

What helps rural businesses turn technology access into useful capability?

The study will examine how small businesses and community-serving organizations discover, adopt and sustain digital tools—including websites, e-commerce, customer systems, cybersecurity, data practices, automation and artificial intelligence.

Core measures

  • Business size, sector, county and service area
  • Current tools and frequency of use
  • Digital sales, customer discovery and operating workflows
  • AI awareness, use cases, review practices and concerns
  • Connectivity, cost, skills, time and trust barriers
  • Training, provider and partnership needs
  • Intended technology investments during the next 12 months

Geographic frame

The primary frame is the North Georgia region, with county-level reporting only when sample sizes are sufficient to protect respondents and support a responsible comparison. Ellijay and Gilmer County are the project’s starting field, not a substitute for the wider region.

Survey

A structured questionnaire for business owners and organizational leaders. The final report will publish the instrument, field dates, recruitment channels, response count and completion rules.

Interviews

Optional semi-structured interviews will add context that a survey cannot capture. Quotations will be attributed only with permission; otherwise themes will be reported without identifying participants.

Public baseline

Relevant public datasets may provide context on firms, employment, broadband and demographics. Every table will identify its source, release, geography, extraction date and transformation.

Validation

ORG Times will separate observed responses from interpretation, document missing representation and uncertainty, and avoid broad regional claims unsupported by the sample.

Research participation

Contribute evidence, not promotion.

Businesses, chambers, local governments, educators, providers and community organizations may help distribute the study or identify relevant public data. Participation does not guarantee favorable coverage or editorial conclusions.

Governance and disclosure

ORG Times and eRiverSpace InnoLab Corp. are developing this study. Any commissioning organization, financial sponsor or material institutional partner will be disclosed in the results release. Aggregate reporting will be the default; personally identifying information will not be published without explicit permission.
